Here is the "Citizen Complaint Form" that I partially completed on Sept 27th, 2010 before being granted an audiance with Undersheriff John Tellis.

Sheriff Leo was kind enough to email me today with a copy of the complaint that he claimed he didn't have at least up to February 25th, 2011.

I didn't actually go to the Sheriff's Department to fill out a complaint... I am not really a complainer. I went to the Sheriff's Department to talk to and hopefully resolve these issues with Steinert's supervisor. I was however led to believe that in order to get an audience with the Sheriff that my complaint would first have to be in writing so I did get started on the complaint. The complaint obviously never got finished because it would have taken up the entire back of the complaint form. At the point where the complaint stops is when I was introduced to the Undersheriff and he took me in the back.

I started our conversation by telling him that I wasn't a complainer but that I had to bring this to his attention because his deputy's actions were harming my family. He immediately got defensive and issued me back out to the lobby. He came to me out in the lobby after about 10 min and this is when he told me that I could fill out complaints until the cows come home but his deputy had done nothing wrong and that I should sue him.

It will be six months in three days since I have seen this document.

Since Sheriff Leo was so forthcoming with my request for this complaint I asked him for a digital copy of the police report and here is his reply. Keep in mind that I had already filled out a "Freedom of Information Act" request and I did actually get a copy of the police report in the US Mail on Feb 16th, 2011.


Mr. Visner:

You have already been given a copy of the police report.  If you would like
another copy, you must request it through the Freedom of Information Act and
you will be charged for it.
